Project Overview

This mixed-use redevelopment project transforms a former tile warehouse in Colindale into a high-density residential scheme delivering 28 apartments above retained commercial accommodation.

Working for Westfields Homes, the brief was clear: maximise the site’s development potential while creating a commercially viable scheme capable of navigating a complex planning process. Through close collaboration with the client and wider consultant team, JLP Architects developed an efficient and highly optimised proposal that balances residential density, planning compliance and long-term commercial value.

Challenge

Located on a constrained 600sqm brownfield site, the project presented a series of significant design and planning challenges.

The client’s objective was to maximise gross development value while retaining commercial space at ground floor level. Achieving this required careful consideration of overlooking relationships, neighbouring amenity, parking provision, highways requirements and statutory consultee concerns.

While a greater number of apartments could potentially have been achieved, additional height would likely have compromised planning acceptability. The challenge therefore became extracting maximum value from the site without exceeding the limits of what could realistically be approved.

Architectural Response

JLP Architects developed an exceptionally efficient building layout delivering 28 apartments within approximately 1,800sqm of residential accommodation while retaining 120sqm of commercial space at ground floor level.

The apartment mix was carefully aligned with local authority objectives and includes one, two and three-bedroom homes together with two fully accessible apartments.

A key driver of the design was the reduction of non-productive communal circulation space, allowing a greater proportion of the building footprint to be dedicated to saleable accommodation. Every aspect of the layout was tested to maximise efficiency while maintaining high-quality living environments for residents.

Particular attention was given to the building’s principal elevation. What began as a practical response to overlooking constraints evolved into a distinctive sculptural façade that gives the development a strong architectural identity within the street scene.

Parking & Site Optimisation

Parking provision represented one of the project’s most significant technical challenges.
To satisfy local authority requirements, JLP Architects incorporated a fully automated three-level WHOR parking system. This innovative solution provided ten additional parking spaces and enabled the scheme to meet council standards without sacrificing valuable development area.

Commonly used throughout Europe and becoming increasingly popular in the UK, automated parking systems offer an effective solution for unlocking development potential on constrained urban sites.

Planning Strategy

The planning process required close coordination with statutory consultees and careful negotiation regarding parking, overlooking, highway considerations, and residential amenity.

While planning officers were generally supportive of the proposal, a number of technical issues raised by consultees required detailed design development and collaborative problem-solving to resolve.

The project has progressed successfully through planning and is currently moving through the legal agreement stage.

Outcome

The result is a highly efficient mixed-use development that transforms an underutilised brownfield site into a valuable residential-led scheme with an estimated Gross Development Value of approximately £13 million.

With a projected construction value of approximately £6 million, the development demonstrates how intelligent planning, efficient design and commercially focused decision-making can unlock significant value from constrained urban sites.
